In 1958, the World Constitution and Parliament Association was founded to promote the principles of global democratic governance — a peaceful federation of all the nations and people of the world, with human rights, freedom and justice for all.
The Earth Federation Movement and the Constitution embodying its principles have attracted support from thousands of people around the world, including many leaders and luminaries. We have held meetings of our Provisional World Parliament in eight countries, and we have National Councils established and active in over 50 countries.
The Constitution for the Federation of Earth, or Earth Constitution, specifies a detailed and balanced system of world governance that we envision to replace the United Nations. Under our Constitution, the people of Earth will be integrated with a global governing system designed to deal effectively with planetary problems and achieve peace, justice, prosperity, sustainability, and protection for human rights.
The central agencies of the Federation are structured as councils of five leaders, one from each Continental Division, who rotate as President of their respective agencies. The House of Peoples provides direct representation for all the people of the world; the House of Nations represents countries; and the House of Counselors provides a voice for experts and scholars to help wisely govern our precious planet Earth. The seven agencies of the Integrative Complex and 28 departments of the World Administration, staffed by professionals in the global civil service, bring order and intelligence into all global processes.
